ILO action

  • The Office sends individual requests for reports to each government together with copies of the Committee of Experts comments on which a reply is due the current year.
  • The Office sends a second individual communication to each government with information on reports and replies to comments due later years.

Action by national administrations

Have you received the request from the ILO to submit the reports and replies to pending comments from the Committee of Experts for the current year?

Excellent! Please examine this information carefully as it will assist you in fulfilling your reporting requirements in a timely fashion. For more details, refer to NORMLEX.

If you do not have access to this document, please refer to NORMLEX. It can provide you with information on the specific reporting requirements for your country.

Have you been requested to submit any out of cycle reports?

The Committee of Experts may decide to request you to submit out of cycle reports. Such decisions are contained in footnotes to Committee of Experts comments and the decision will always include the year you have to take action. The action required can be of two kinds.
    (1) The Committee of Experts decision may be to request a detailed reply to comments it has made. In that case you have to prepare a report for the year indicated and include a full reply to the questions raised in the direct request or observation.
    (2) Alternatively, the Committee of Experts decision may be to request you to submit a detailed report. In that case you must prepare a response to all questions in the report form in the same way as you prepare a first report. You must also include a reply to comments by the Committee of Experts with your detailed report.

In this case you are required to submit your regular simplified reports according to the reporting schedule and include replies to any direct requests and/or observations with the reports.

Are there any double footnotes to any of the observations by the Committee of Experts regarding your country?

Double footnotes contain a decision by the Committee of Experts that your Government should be requested to provide full particulars to the Conference the current year on the application of the ratified Convention in question. This means that your Government may be called to respond orally on questions regarding the case in question before the Conference Committee.

Excellent! Then no specific action is required.
Reminder: Double footnotes should be carefully distinguished from single footnotes. You are well advised to read all footnotes carefully and check the wording.
