  • The Office is prepared to receive reports.

Action by national administrations

  • Governments finalize reports and replies to comments by the supervisory bodies to reach the Office between 1 June and 1 September, at the latest.
  • All governments are required to communicate copies of their article 22 reports to the representative organizations of employers and workers. If this has not been done before, governments should do so, at the latest, when they send in their reports to the ILO by 1 September.

    Has the Government communicated copies of the yearly reports with replies to Committee of Experts comments to you?

    Excellent! In that case, you can examine the reports and Committee of Experts comments and decide if you have any observations on these reports.

    If your Government chooses to communicate its reports to you at the same time they are submitted to the ILO, you may receive the reports only after 1 September. In that case you are well advised to prepare any observations you may have on the basis of your available information and the comments by the Committee of Experts and complement your observations later in the light of reports received.

    Reminder 1: The earlier you are able to submit your observations, the better chance there is that the Committee of Experts is able to examine them in substance during the current reporting year.
    Reminder 2: The Committee of Experts has emphasized that to enable an examination of observations submitted a particular year, such observations should be received by the Office by 1 September to allow governments to have a reasonable time to respond.

    Observations from representative organizations of employers and workers can be submitted either to your Government or directly to the Office. Governments are required to attach to their reports any observations they have received. Observations may or may not relate specifically to the yearly reports. If you choose to submit your observations directly to the Office, the Office acknowledges receipt and simultaneously forwards a copy to the government concerned so that it may respond.

It is therefore important that your Government responds to these observations expeditiously so that the Committee of Experts is able to examine the situation on the basis of full information.
    Reminder 2: Observations received after 1 September will be noted in a comment by the Committee of Experts but will be examined in substance only the following year. Your Government is well advised to provide a response in due time before that.
